Norda is a Norwegian word meaning "from the north."
We provide programs for prospective and practicing teachers and education administrators to help them achieve professional goals and better serve the students of Wisconsin. Those programs include certification programs for new teachers and administrators and professional development for practicing teachers and administrators.

John Eitenmiller John is the director of WiscAd and teaches in that program. He retired as District Administrator for the Greenwood School District. He holds an Ed.D. degree in Adult Education from the University of Arkansas, with a Specialist Degree in Educational Administration. He has eight years of experience in K-12 administration, including four years as Program Coordinator for Gifted and Talented. He has coordinated Graduate Credit Outreach programs for Saint Mary’s University of Minnesota for the past ten years, specifically with their Master of Education program and has taught teacher training courses for University of Wisconsin–Superior, University of Wisconsin–Eau Claire, Mount Senario College, and the University of Arkansas.
Margaret Foss Margaret Foss teaches Project Teaching classes. She is licensed in all subjects grades 1-9 and all sciences grades 7-12 and has taught all grades from 4-12 in public and private K12 schools (MN, IA, IN and WI). She has a degree in Micribiology with a minor in English from University of Minnesota-Twin Cities, received her teacher licensure from University of Iowa and earned her doctorate in Educational Psychology with an emphasis on tests and measurement from Purdue University. Margaret has taught at Ladysmith-Hawkins School District, Holy Rosary School (Duluth), The College of St. Scholastica, Twin Lakes School (Indiana), St. Augustin School (Des Moines) and has held adjunct positions at various midwestern colleges and universities.
Jane Gillis Jane is the field placement officer for 10SPED. She is licensed as an elementary teacher and taught primarily grades 4-6 for 24 years. She was principal at the Hayward Middle School for 10 years. After retiring, she worked for WiscAd as a field supervisor and as a portfolio review team member.
Tom Hall Tom is co-director of 10SPED. He holds a master’s degree in School Psychology from the University of Wisconsin – Eau Claire. For 21 years, he served as the special services director for the Rice Lake Area School District. He has taught graduate coursework in behavior management at the University of Wisconsin–Stout. Recently, he has been appointed by Wisconsin Governor James Doyle to sit on the State Taskforce on Excellence in Education.
Jesse Jackson Dr. Jesse Jackson has been working in education for fifteen years. He has ten years of experience as a carpenter and in 1995 received his undergraduate degree in psychology with a minor in construction. He received his master's and certification in school psychology in 1997 and began his education career with CESA #9 as a School Psychologist for Phillips and Special Education Coordinator for Elcho. In 1999 he moved to Phillips as a K-12 School Psychologist and Middle School Counselor. In 2005 this dedicated husband and father of 3 became the current Director of Student Services for the School District of Marshfield where he provides program leadership for special education, 4K, school nursing, and guidance counseling/social work, alternative education, and most recently Response to Intervention (RTI).
Kurt Lindau Kurt is a 10SPED Instructor. Kurt Lindau is the District Administrator for the School District of Ladysmith. He also has served as the District’s Director of Special Education for the last eleven years. He is also licensed as a Special Education Teacher, Principal, and Business Manager. He has served in the capacities of Teacher, Associate Principal, Principal, Special Education Director, Business Manager, and District Administrator during his seventeen year tenure in the School District of Ladysmith.
Alan Lindau Al teaches 10SPED courses. He holds Masters degrees in Educational Leadership from Cardinal Stritch University and Special Education-EBD from the University of Wisconsin-Whitewater. Al has served the Janesville School District as a Special Education Program Support Teacher for eight years and has taught students with Emotional Behavioral Disabilities for eight years at the middle and high school levels. Beginning in the 2007-2008 school year, Al’s position will be Dean of Students and Special Education Support for two newly developed charter schools. CRES (Community-Recovery-Education-Service) Academy (an ATODA recovery school) and TAGOS Leadership Academy (a project-based and service learning school).
Linda Maitrejean Linda teaches 10SPED courses. She holds a Bachelor of Science degree in Learning Disabilities (LD) and Elementary Education from the University of Wisconsin - Eau Claire; a Master of Science degree in Educational Administration from the University of Wisconsin – Superior; and additional certification in Emotional/Behavioral Disabilities (EBD) from the University of Wisconsin - Stevens Point. She is currently finishing her doctoral degree in Educational Leadership through Saint Mary's University of Minnesota. Linda has taught special education in the areas of EBD and LD for twelve years and has worked in special education administration since 1999. She is currently employed at CESA #11 as the Director of Educational Events and the Wisconsin Transition Conference. Linda also serves on the national board for the Division of Career Development and Transition and is an active member in the National Community of Practice on Transition.
Sue Scheer Sue teaches 10SPED courses. She holds a bachelor's degree in child psychology from the University of Minnesota , a master's degree in school psychology from the University of Wisconsin-Stout and received licensure in special education administration from the University of Wisconsin-Superior . Sue has more than twenty years experience as a school psychologist, special education supervisor, and director of special education in the Drummond, West De Pere, Medford, Sheboygan, and Rosemount-Apple Valley-Eagan (Minnesota) School Districts.
Mark Stensvold Mark is our certifying officer and handles admissions for Project Teaching. While teacher education department chair at Mount Senario College, Mark helped to develop Project Teaching. He has experience since 1989 as a teacher educator at public and private colleges in Indiana, Minnesota, and Wisconsin. His doctorate in Science Education is from the University of Iowa. Mark’s K-12 teaching experience was as a middle school science teacher in Random Lake, Wisconsin. He has authored and directed educational grants for more than one million dollars and published several scholarly articles on teaching and learning. Mark has taught hundreds of adults in undergraduate and graduate education programs. He has developed and directed undergraduate and graduate teacher education programs in Wisconsin and Minnesota.
Carol Williamson Carol is our 10SPED Administrator. She comes to us from a career in chamber of commerce and other non-profit management. She is a graduate of the U.S. Chamber Institute of Organization Management. Carol served as the executive director of the Chamber of Commerce in Hayward, Portage, and Black River Falls. She also acted as the Qualification Based Selection Facilitator for AIA Wisconsin and as such worked with school districts and other public entities in the design professional selection process. Carol served on the Hayward school board for six years. Carol has been the Program Administrator for 10SPED since November, 2004.
Karen Zenkowich Karen is the Project Teaching Administrator. She has 35 years of experience in various office positions working with computer data and organizing paper trails. The last eight years before coming to Norda included using AutoCad software to convert architectural drawings into shop drawings for architect approval, assisting with plant order writing, and working with customers to ensure order accuracy.
